Requires operators of all-terrain vehicles and off-highway vehicles (under 2,500 pounds, designed for unimproved terrain) to obtain a valid resident or nonresident off-highway vehicle user indicia from the Department of Transportation.

Directs the director to set user fee amounts in cooperation with the Arizona Game and Fish Department and Arizona State Parks Board, with 70% deposited into the off-highway vehicle recreation fund and 30% into the newly created off-highway vehicle law enforcement safety fund.

Establishes the off-highway vehicle law enforcement safety fund to be distributed monthly to county sheriffs' offices for law enforcement and safety purposes, with allocations ranging from 3% to 18% per county based on specified percentages.

Allows vehicle owners with off-highway vehicle indicia to request highway registration without paying standard registration fees if they certify the vehicle meets highway equipment requirements and will be operated primarily off-highways.

Exempts off-highway vehicles used exclusively for agricultural, ranching, construction, mining, mining exploration, or building trade purposes from the user fee requirement.
