SB 1400 Summary

• Expands definition of credit courses to include noncredit workforce training and career and technical education courses offered for contact hours instead of credit hours, subject to meeting specified criteria including Carl D. Perkins Act compliance or eligibility for workforce training provider lists.

• Adds "contact hour" definition as 60 minutes of instructional time provided in noncredit workforce training or career and technical education courses.

• Modifies full-time equivalent student enrollment calculations to include noncredit workforce training enrollment by dividing total class attended contact hours by 640, counting only students who complete training by June 30 of each fiscal year.

• Updates recordkeeping requirements to require community college districts to maintain records supporting actual contact hours attended by students in noncredit workforce training courses alongside existing requirements for skill center and adult basic education courses.

• Requires community college districts to report to the Economic Estimates Commission by December 31, 2023 using updated enrollment procedures; this reporting requirement repeals June 30, 2024.
