Expands the Arizona State Schools for the Deaf and the Blind to serve children with disabilities beyond just sensory impairments, adding definition of "child with a disability" referencing section 15-761.

Adds four new therapeutic services to the schools' resource offerings: physical therapy, occupational therapy, speech therapy, and mobility therapy.

Changes eligibility language from "sensory impaired" to "has at least one of the disabilities prescribed in section 15-761, paragraph 2" for students ages three through twenty-one.

Allows enrollment of children under three years of age if they have qualifying disabilities and would benefit from specialized programs, with the same eligibility criteria applying.

Makes technical corrections throughout the statute including grammar updates (changing "which" to "that," "insure" to "ensure") and updating references from "sensory impaired persons" to "children with disabilities."
