Creates a new crime making it unlawful to use a telephone or computer application or program to knowingly assist in smuggling human beings.

Classifies violation as a class 2 felony with mandatory minimum sentence that prohibits suspension of sentence, probation, pardon, or release from confinement except as authorized by specific statutes or through sentence commutation.

Defines "smuggling of human beings" as transportation or procurement of transportation using property or real property with intent to conceal a person from law enforcement or assist them in fleeing from a lawful arrest or detention.

Excludes chapter 10 of title 13 (mitigation and diminution provisions) from applying to violations of this section.
