Repeals subsection F of Arizona Revised Statutes § 28-903, which previously allowed two-wheeled motorcycles to overtake and pass stopped vehicles and operate between lanes of traffic under specific conditions.

Removes the exception that permitted motorcycles to move between traffic lanes on streets with speed limits not exceeding 45 mph while traveling at speeds not exceeding 15 mph.

Makes motorcycle lane splitting and passing in the same lane illegal, with no exceptions except for peace officers performing official duties.

Amends § 28-729 to remove the reference to § 28-903 exceptions, establishing that all vehicles must stay within a single lane unless conditions allow safe lane changes.
