Establishes that persons living at encampments on private property are guilty of trespassing under Arizona law, and those engaged in illegal drug use are guilty of appropriate drug-related offenses.

Applies identical requirements to counties regarding homeless encampment removal, property retention, and cleanup.

Defines "homeless encampment" as one or more tents, structures, or camping equipment assemblies where persons are knowingly and regularly using the area as an indefinite place of residence or domicile.
