Declares that the candidate receiving the highest number of legal votes in any Arizona election shall be declared elected.

Prohibits Arizona and its political subdivisions from using voting methods that allow voters to select, rank, designate, or indicate approval of or preference for more candidates than are eligible to be elected for any office.

Prohibits voting methods that involve elimination of candidates through multiple rounds of tabulation or transfer or redistribution of votes between or among candidates.

Prohibits voting methods that require ranking of every candidate for an office as a condition of a voter's vote being counted in the final tally.
