Prohibits the Department of Child Services from conducting team decision meetings upon receiving allegations of abuse or neglect or when removing a child from the home.

Requires the department to establish a peer review team composed of three parents with prior abuse/neglect allegations or child removal experience, one physician with child abuse expertise, and one juvenile law attorney.

Mandates the peer review team conduct hearings within 14 days of an allegation or removal to determine if the allegation or removal is substantiated, and close investigations if findings are unsubstantiated.

Requires peer review team hearings at least twice monthly and authorizes team members to receive compensation under section 38-611.

Authorizes the department to adopt rules for implementation and defines "team decision meeting" as a meeting between department employees and parents regarding child safety, stability, and permanency during investigation and removal.
