Prohibits school districts and charter schools from including courses or educational programs derived from or associated with journalism initiatives that reframe the country's history in a "racially divisive manner."

Requires high school graduates to complete at least one year of instruction in American government (including civics education) and American history (including Revolutionary War, Civil War, World War I, and World War II).

Mandates students pass a civics test identical to the U.S. citizenship and immigration services naturalization test, requiring 60 correct answers out of 100 through the 2025 graduating class and 70 correct answers beginning with the 2026 graduating class.

Requires civics education standards to include instruction on the original intent of U.S. founding documents, the Constitution, the Bill of Rights, and the Federalist Papers, with emphasis on comparing U.S. governing principles to conflicting ideologies like communism and totalitarianism.

Mandates school districts and charter schools report aggregate data on civics test results by grade level to the state education department, which must publish the data on school report cards.
