Prohibits political subdivisions from enacting ordinances, rules, or taxes related to transportation, possession, carrying, sale, transfer, purchase, storage, licensing, registration, discharge, or use of firearms and ammunition.

Prohibits political subdivisions from prohibiting gun shows or enacting ordinances that primarily affect gun shows and effectively prohibit them from occurring.

Establishes exceptions allowing political subdivisions to regulate firearms through privilege taxes on retail sales, minor possession restrictions, commercial business regulation, employee conduct rules, and discharge limitations in parks and preserves.

Makes violations subject to permanent injunctions, civil penalties up to $50,000 against the political subdivision, and allows individuals to sue for declaratory relief, injunctive relief, and actual damages up to $100,000 with attorney fees.

Specifies that violations of ordinances established under the parks and preserves exception constitute a class 2 misdemeanor unless the political subdivision designates a lesser classification.
