Adds Arizona Revised Statutes Section 8-468 establishing a right to trial by jury in child protective services cases for parents and defendants, but not for the state or state agencies.

Requires courts to provide written notice of jury trial rights to all parties, with failure to do so making any subsequent proceedings void.

Allows parties to demand a jury trial within 20 days after court orders are filed, requiring the court to set a new hearing before a jury within 20 days of the demand.

Establishes that the state must convince at least seven or eight jurors using clear and convincing evidence that sufficient danger exists to remove children from their families.

Applies to preliminary protective hearings under section 8-824 and any hearing for termination of the parent-child relationship, effective December 31, 2023.
