SB 1432 Summary

• Adds Section 9-500.40 allowing cities or towns to provide water service through standpipe districts to up to 750 residences in unincorporated communities outside their service area for up to three years, with full cost reimbursement required.

• Establishes standpipe districts with five-person boards appointed by state legislative leaders, the governor, state real estate commissioner, and water resources director to manage water delivery, billing, and conservation measures.

• Requires standpipe districts to identify long-term water solutions and allows property owners to voluntarily join or opt out of participation.

• Limits standpipe district authority to water delivery functions only and allows a surcharge up to 10% of customer bills without unanimous board approval.

• Amends Section 45-576 regarding assured water supply certificates and requires the director to study by December 31, 2023, whether persons seeking building permits for six or more residences should obtain certificates of assured water supply.

• Section 9-500.40 repeals automatically on December 31, 2025.
