Changes terminology from "active early voting list" to "permanent early voting list" throughout Arizona election law (sections 16-245, 16-411, 16-461, 16-510, 16-542, and 16-544).

Removes the requirement that voters be automatically removed from the permanent early voting list if they fail to vote early ballots in all elections for two consecutive election cycles.

Eliminates provisions requiring county recorders to send notices to voters who haven't used early voting and remove them from the list if they don't respond within 90 days.

Allows voters to remain on the permanent early voting list indefinitely once they request inclusion, with removal only occurring through explicit written request, registration cancellation, or address verification failure.

Makes minor technical corrections to election law language regarding sample ballot distribution and early ballot request procedures.
