Amends Arizona law on ballot abuse to establish that a voter may give their voted early ballot to another person to deliver to a polling place, ballot drop box, an election official, the U.S. Postal Service, or any other entity allowed by law to transmit mail.

Makes it a class 6 felony for a person to knowingly collect unvoted early ballots from another person, with exceptions for election officials, postal workers, family members, household members, and caregivers.

Exempts special taxing districts formed under title 48 for agricultural purposes from the prohibition on collecting unvoted early ballots.

Maintains existing class 5 felony penalties for offering or receiving consideration for ballots, possessing ballots with intent to sell, and soliciting ballot collection while misrepresenting as an election official.

Defines key terms including "caregiver," "collects," "family member," and "household member" for purposes of the statute.
