Department of Water Resources is exempt from standard rulemaking requirements under Arizona Revised Statutes Title 41, Chapter 6 for one year after the effective date of this act.

Exemption allows the department to reduce fees for applications for certificates of grandfathered rights in active management areas established after January 1, 2022.

Exemption allows the department to reduce fees for applications for notices of authority to irrigate land in irrigation non-expansion areas established after January 1, 2022.

The exemption expires and this section is repealed on December 31, 2024.

The act is declared an emergency measure and is operative immediately upon enactment.
