Establishes an annual groundwater withdrawal fee collected by the Department of State Lands from lessees of state agricultural land located outside active management areas or irrigation non-expansion areas.

Requires agricultural lessees to report annually by March 31 the well location, quantity of groundwater withdrawn during the previous calendar year, and specific uses of the groundwater.

Deposits collected fees into the fund of the appropriate beneficiary.

Defines "active management area," "irrigation non-expansion area," and "irrigation use" by reference to section 45-402 of Arizona Revised Statutes.

Directs the legislature's intent that the groundwater withdrawal fee reflect the fair market value of water withdrawn.
