Establishes a transportation electrification study committee consisting of 14 members including state legislators, the director of the department of transportation, environmental and nonprofit representatives, an electric vehicle manufacturer representative, three electric utility representatives, and local government officials.

Committee is directed to review state laws affecting transportation electrification, create public outreach campaigns to educate the public about electric vehicles and their benefits, and collaborate with local governments, utilities, environmental groups, and the transportation industry to promote the transition from carbon-fueled to electric vehicles.

Committee must submit a report to the governor, president of the senate, and speaker of the house of representatives on or before July 1, 2024, detailing its activities and recommendations for administrative or legislative action.

Committee includes two senate members and two house members from different political parties, with each chamber designating one member to serve as cochairperson.

The committee is automatically repealed on September 30, 2025.
