State agencies must prioritize zero emission vehicles when purchasing or leasing new vehicles for agency business travel, and use cost-effective low emission alternatives when zero emission vehicles are not feasible.

Department of Transportation shall develop a state zero emission motor vehicle fleet plan identifying feasible trip types for zero emission vehicles, recommending necessary infrastructure, and developing procurement strategies.

Department of Transportation must submit a draft of the state zero emission motor vehicle fleet plan to the Governor, President of the Senate, and Speaker of the House within one year of the effective date.

Defines "zero emission vehicle" as a pure battery electric vehicle or plug-in hybrid electric vehicle with sufficient battery range to meet regular mileage between charges.

$500,000 appropriated from the state general fund in fiscal year 2023-2024 to the Department of Transportation for acquiring telematics technology to develop the fleet plan.
