Establishes a two-year electric vehicle charging station pilot program under the department of administration.

Authorizes all state agencies to apply for funding to install charging stations at their locations, and allows private entities to operate fee-based charging stations at the legislature, state agencies, and Arizona Board of Regents university properties.

Requires the department to submit a report by December 31, 2025 to the legislature and governor detailing revenues, costs, and estimated greenhouse gas emissions avoided from the charging stations.

Makes the program contingent on receiving applicable federal funding within 18 months of the effective date; the program is automatically repealed if no federal monies are received.

The pilot program is repealed on September 30, 2026.
