Establishes a moratorium on construction of new wells in the upper San Pedro groundwater basin and Verde Valley groundwater subbasin, effective upon enactment.

Prohibits the Department of Water Resources from issuing permits or drilling cards for new wells in these basins, with limited exceptions.

Exempts replacement wells as defined in rules adopted by the director.

Exempts wells that the director determines will not pump the subflow of a river system or source.

Exempts wells constructed after the conclusion of the general adjudication of water rights in the Gila River.
