Repeals sections 45-108.02 and 45-108.03 and consolidates water supply adequacy requirements for subdivisions outside active management areas into section 45-108.

Requires cities, towns, and counties to approve subdivision plats only if the developer obtains a water report from the director of water resources confirming adequate water supply or secures a written commitment from a designated water provider.

Eliminates separate exemption processes for subdivisions with inadequate water supplies that rely on motor vehicle or train transport, removing prior authorization for such exemptions.

Requires the state real estate commissioner to issue public reports for subdivisions only upon receipt of an adequate water supply report or written commitment from a designated water provider.

Amends related sections governing subdivision disclosures, plat approvals, and timeshare property to align with the new consolidated water supply adequacy standards.
