Establishes a veteran suicide prevention training pilot program in the Department of Veterans' Services to train claims examiners and county and municipal veteran service offices in identifying suicide risk indicators and providing crisis referrals.

Requires the Department to contract with an experienced organization to develop evidence-based suicide prevention training curriculum and establish certification processes for program participants.

Appropriates $10,000,000 from the state parks revenue fund in fiscal year 2023-2024 to the Arizona State Parks Board to purchase, design, and construct the Arizona Veterans Memorial State Park near a national veterans cemetery in a county with over 4 million residents.

Requires annual reports to the legislature on pilot program progress and effectiveness, with a final recommendation on whether to continue the program.

Repeals the pilot program section effective December 31, 2027, with unexpended appropriations reverting to the state parks revenue fund on July 1, 2025.
