Updates Section 38-300 regarding temporary vacancies due to military service by changing the minimum active duty period from three months to forty-five consecutive days to qualify for a temporary replacement.

Allows temporary appointees to serve until either the officer returns from active military duty or the term of office expires, whichever occurs first.
