Removes the requirement that emergency voting centers be limited to a single election date and allows the board of supervisors to establish them for multiple days during an election period.

Modifies the emergency voting provisions in section 16-542 to allow qualified electors to vote during the Saturday, Sunday, and Monday immediately preceding the election if experiencing an emergency, rather than only after 5:00 p.m. on Friday preceding the election.

Permits the board of supervisors to provide for emergency election day voting with ballots that are either tabulated on-site or at a counting center during the expanded emergency voting period.

Allows county recorders and election officers to make changes to approved emergency voting center locations if the original location becomes unavailable and there is insufficient time for board approval, with requirements to notify the public and board as soon as practicable.

Makes technical corrections to statutory language regarding early ballot request procedures and uniformed services voter provisions.
