Appropriates $41,916,000 from the state general fund in fiscal year 2023-2024 to the Water Infrastructure Finance Authority of Arizona for distribution to the City of Page.

Allocates funds for three specific water infrastructure projects: $5,416,000 for wastewater treatment plant expansion, $13,500,000 for pipeline design and construction, and $23,000,000 for intake pump station design and construction.

Requires the City of Page to make good faith efforts to obtain federal grant monies for these projects.

Mandates that if the City of Page receives federal funds for these projects, it must revert an amount equal to the federal monies received (up to the total state appropriation) back to the Water Infrastructure Finance Authority, which must then return those funds to the state general fund.
