Requires applicants to identify whether the transferor and transferee are related and whether the property will be owner-occupied or rented.

Allows applicants to use a post office box address on the certificate of title if regularly used by the applicant.

Mandates the department provide county assessors with copies of or access to all information submitted in mobile home title applications.
