Private contractors providing detention or incarceration services to governmental entities are liable for the cost of emergency, public safety, and security services provided by the state or political subdivisions and must reimburse them.

Private contractors must keep and maintain complete and accurate records of all services they provide.

Private contractors are classified as public bodies and are subject to Arizona's public records laws (Title 39, Chapter 1).
