Caps rent increases at 5% of gross periodic rent plus the average percentage increase in the Western region consumer price index over the preceding 12 months, effective September 1, 2023, with increases limited to once per 12-month period for both residential and mobile home rentals.

Prohibits landlords from penalizing, restricting, or retaliating against tenants or other persons who request law enforcement or emergency assistance, including through rent increases, lease termination threats, or service reduction.

Prevents cities, towns, and counties from enacting ordinances that penalize landlords, tenants, or others for requesting emergency assistance, except for knowingly false requests.

Provides remedies for violations including actions for unlawful ouster or diminution in services under Arizona tenant protection statutes.

Repeals sections 33-1329 and 33-1416 of Arizona Revised Statutes and makes technical amendments to rental agreement provisions.
