Amends Arizona Revised Statutes section 33-1314 to establish maximum permissible rent increases for tenants.

Limits rent increases to the lesser of two calculations: 5 percent of the lowest rental rate from the preceding 12 months plus the inflation rate (using the gross domestic product price deflator index), or 10 percent of the lowest rental rate from the preceding 12 months.

Makes technical changes to existing landlord-tenant law regarding contact information for authorized persons to retrieve tenant property or animals upon tenant death or incapacitation.

Allows landlords to release abandoned animals to relatives of deceased or incapacitated tenants if no authorized contact was provided or contact information is invalid.

Clarifies procedures for authorized persons to retrieve personal property and animals within 20 days after the landlord's initial written contact, with landlord liability protection if items are lost, damaged, or stolen during the removal process.
