Establishes an interstate compact to elect the U.S. President by national popular vote rather than the Electoral College system.

Takes effect when states with a cumulative majority of electoral votes (270+) enact the agreement in substantially the same form.

Requires member states to conduct statewide popular elections for president and appoint electors to the candidate slate that wins the national popular vote total, regardless of results within that state.

Chief election officials in member states must determine the national popular vote winner by aggregating votes across all member states and communicate results within 24 hours.

Allows member states to withdraw from the compact, except withdrawals cannot take effect within six months before the end of a presidential term; the agreement terminates if the Electoral College is abolished.
