Prohibits the county recorder, officer in charge of elections, county board of supervisors, state elected officials, and their employees, contractors, or vendors from removing any voted ballots cast for an election from the state of Arizona.

Requires the county recorder or officer in charge of elections to maintain chain of custody records for all election equipment and ballots from early voting through completion of provisional voting tabulation.

Mandates live video recording with date and time indicators of ballot custody while ballots are present in tabulation rooms at counting centers for statewide, county, or legislative elections, with recordings linked to the secretary of state's website.

Requires the county recorder or officer in charge of elections to retain video recordings as public records for at least as long as the general election challenge period.
