School districts and charter schools must adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2024, with an exception if it is not economically feasible (defined as resulting in any increase in cleaning costs).

State agencies must reduce energy use in public buildings by 20 percent per square foot by July 1, 2030, using July 1, 2001 through June 30, 2002 as the baseline year.

State agencies, universities, school districts, and community college districts must purchase at least 10 percent of energy requirements from green sources (solar, wind, landfill gas, or low-impact hydroelectric) by July 1, 2028.

Existing state buildings larger than 50,000 square feet and all new or leased state buildings must conform to Leadership in Energy and Environmental Design (LEED) green building rating system standards by July 1, 2028.

Creates the Energy and Water Efficiency Fund for Public Facilities with $10,000,000 available from the Arizona Commerce Authority to provide loans to state agencies, universities, cities, towns, and counties for energy and water efficiency improvements, with repayment from resulting energy and water savings.

Establishes a Green Public Schools Task Force to develop procedures for retrofitting schools to LEED standards, recommend a model green cleaning policy, and make financing recommendations, with a report due November 1, 2024.
