Repeals sections 9-500.38 and 11-269.16 of Arizona Revised Statutes related to scrap metal dealer registration.

Amends section 44-1648 to clarify that scrap metal dealer registration is a matter of statewide concern and preempted by the state, while preserving local city and county licensing authority for scrap metal dealers.

Establishes that retailers selling groceries, food, or beverages may only provide single-use straws, cutlery, plates, or drink stirrers if specifically requested by the customer.

Requires retailers to charge customers $0.05 per single-use bag for transporting purchased items, and only if the customer specifically requests the bags.
