Amends the definition of state control over nonpublic schools in the Arizona empowerment scholarship account program by replacing "permit" with "allow" and clarifying that qualified schools are not state or federal agents.

Requires qualified schools to notify parents in writing of specific special education services and educational therapies the school will provide before parents pay tuition or fees from an Arizona empowerment scholarship account, with notification waived for subsequent years of enrollment at the same school.

Establishes a complaint process allowing qualified students or their parents to file written complaints with the state board of education alleging violations of the empowerment scholarship account article.

Authorizes the state board of education to investigate complaints and require qualified schools to reimburse all empowerment scholarship account monies received in the previous school year if violations are not corrected within 60 days of notification.

Prohibits qualified schools from charging students tuition and fees to recover reimbursed funds and subjects all state board actions to appeal under Arizona's administrative procedures.
