Requires affiliates of electricity suppliers that own or operate electric vehicle charging stations to offer the same rates, terms, and conditions to private charging station providers in their service territory.

Defines key terms including "electric vehicle charging station," "level two charging station," "direct current fast charging station," "make-ready infrastructure," and "electricity supplier" for purposes of the statute.

Establishes legislative findings that competitive neutrality policies are needed to encourage private sector investment in electric vehicle charging infrastructure without burdening utility ratepayers.

Prohibits monthly demand charges based on peak-hour usage during the construction phase of electric vehicle charging station infrastructure.
