Establishes state policy requiring public service corporations to derive renewable energy from at least 13% of retail kilowatt sales by December 31, 2023, 14% by December 31, 2024, and 15% by December 31, 2025 and thereafter.

Defines renewable energy resources as solar, wind, biomass, geothermal, and hydroelectric technologies that generate electricity.

Prohibits the Arizona Corporation Commission from adopting rules that increase or decrease the renewable energy percentages, or that directly or indirectly regulate public service corporations' carbon emissions.

Requires utilities to use the lowest-cost method of providing safe and reliable electricity while considering system-wide costs to meet customer demand throughout all times and seasons.

Clarifies that the commission retains authority over ratemaking and other statutory functions regarding public service corporations, but cannot restrict critical fuel and energy resources beyond the prescribed renewable energy requirements.
