Establishes the Arizona climate resiliency planning group composed of representatives from 16 interest areas including electric power, manufacturing, agriculture, construction, transportation, tourism, nonprofits, Native American tribes, public health, environmental organizations, universities, and federal/state/local government.

Appoints five members each from the speaker of the house, senate president, and minority leaders of both chambers, plus two members from the governor, ensuring all 16 interest areas are represented.

Requires the group to compile a greenhouse gas emissions inventory, revise the 2006 Arizona climate change action plan, and develop a state climate resiliency plan protecting human populations and economic systems from climate change risks.

Directs the group to identify measures for reducing state greenhouse gas emissions to 50% below 2005 levels by 2031 and 90% below 2005 levels by 2051.

Requires the group to submit findings and recommendations to the governor and legislature by August 31, 2024, and repeals this section on March 31, 2025.
