Prohibits public service corporations, their affiliates, and principals from contributing directly or indirectly to Arizona Corporation Commission candidates or candidate committees.

Prohibits Corporation Commission candidates from accepting or soliciting contributions from public service corporations, their affiliates, and principals.

Defines expenditures by public service corporations as coordinated in-kind contributions (rather than independent expenditures) if made in cooperation with or at the request of a candidate, or if certain relationships exist between the spender and candidate within the preceding four years.

Establishes a firewall mechanism allowing persons to separate staff and prevent strategic nonpublic information sharing to potentially avoid coordination rules, with specific requirements including written policies and physical/technological separation.

Applies coordination rules to covered expenditures including advertisements, campaign materials, and any materials referring to a clearly identified candidate disseminated to 500+ individuals within 120 days before primary through general election.
