• Establishes a comprehensive statewide telecommuting and alternative work schedule policy for eligible state employees to be developed and periodically updated by the director.

• Defines telecommuting as work arrangements allowing employees to perform duties away from their central workplace at least one day per week under written work agreements.

• Requires each state agency head to establish policies identifying eligible and ineligible positions for telecommuting and alternative work schedules, with justifications for ineligibility determinations.

• Sets mandatory participation targets: 25 percent of eligible workforce in alternative work schedules by July 1, 2024, and 20 percent of eligible workforce telecommuting by January 1, 2025 (excluding public safety, corrections, and juvenile corrections departments).

• Requires each state agency to submit annual reports to the director by January 1 on telecommuting and alternative work schedule status, efficiency, and budget requests for technology and equipment needed to expand these opportunities.
