Prohibits utilities from disconnecting heating service if temperatures are forecasted to drop below 32°F, or air conditioning service if temperatures are forecasted to exceed 90°F.

Requires utilities to offer reasonable payment arrangements (at least 6 months to pay outstanding balances without interest) before disconnection; disconnection allowed only after customer fails to honor the arrangement.

Prohibits disconnection for customers with household income at or below 200% of federal poverty guidelines who make minimum payments, or households containing a person with a disability, person age 65+, pregnant woman, child under 5, or person using life-support equipment.

Requires utilities to delay disconnection for 30 days (with potential additional 30-day extension) upon written notice from a medical professional that service disconnection would be detrimental to the customer's health.

Requires utilities to inform customers in writing of available low-income assistance programs and additional payment assistance resources before disconnecting service.
