Amends Arizona Revised Statutes sections 45-453 and 45-598 to regulate well spacing and permitting.

Extends well spacing and permit requirements to groundwater basins experiencing declining groundwater levels, not just active management areas.

Requires director to adopt rules governing location of new wells and replacement wells in declining basins to prevent unreasonable damage to surrounding land or water users.

Allows persons entitled to withdraw groundwater in declining basins to construct new wells if location complies with director's rules and applicant receives a permit.

Applies spacing and permit requirements to all wells in declining basins without regard to pump capacity.
