Exempt wells with a maximum capacity of 35 gallons per minute become subject to metering, recordkeeping, and annual reporting requirements beginning January 1, 2028, unless the owner installs a water measuring device, maintains records, and files annual reports by January 1, 2025.

The exemption for such wells expires entirely on January 1, 2033 if the owner does not comply with metering and reporting requirements.

Owners of wells transitioning from exempt to non-exempt status must file annual reports with the Arizona Department of Water Resources detailing water withdrawal quantities, fuel or electricity consumption, and uses of the water.

Amends Section 45-632 to require reporting by persons withdrawing from wells no longer classified as exempt under the new metering provisions.

Changes statutory language from "which" to "that" for grammatical consistency throughout the groundwater code sections.
