Establishes a community choice energy study committee with 20+ members including state legislators, utility company presidents, university leaders, nonprofit representatives, and state agency officials.

Committee must research community choice energy models in the ten states that have authorized them, including best practices, rate savings potential, risks, and impacts on Arizona's investor-owned utilities and energy markets.

Requires the committee to gather information on legal, regulatory, economic and environmental feasibility of implementing community choice energy in Arizona, and solicit testimony from utilities, local governments, consumer advocates, renewable energy developers, and other stakeholders.

Committee must submit findings and recommendations to the governor, president of the senate, and speaker of the house by November 15, 2023.

Committee is repealed September 30, 2024.
