• Allows the state match requirement for the financial aid trust fund to be reduced below the standard $2 match per dollar raised from student registration fee surcharges for fiscal year 2023-2024.

• Permits state aid for science, technology, engineering and mathematics and workforce programs at community college districts to be determined by the general appropriations act rather than statutory formula for fiscal year 2023-2024.

• Allows operating state aid for community college districts to be determined by the general appropriations act rather than statutory requirements for fiscal year 2023-2024.
