Establishes three annual reporting requirements for the Arizona Department of Transportation: motor vehicle division wait times and vehicle registration renewal turnaround times (due July 31), authorized third party electronic service partner fee retention spending (due February 1), and department's share of fees retained by authorized service partners (due August 1).

Prohibits counties and incorporated cities and towns from spending highway user revenue fund monies on enforcement of traffic laws, administration of traffic safety programs, or projects that reduce capacity for motor vehicle travel.

Prohibits the state highway fund from spending monies on projects that reduce the capacity for motor vehicle travel.

Requires counties receiving motor vehicle fuel and use fuel tax monies to publish annual financial reports by December 31 showing budgeted and actual expenditures for the prior fiscal year.

Makes technical corrections to existing statutes regarding highway user revenue fund distributions, converting "per cent" to "percent" terminology.
