Creates new criminal offense of "unlawful securing of a firearm" when a person with criminal negligence fails to prevent a minor (under 17 years old) from accessing a readily dischargeable firearm.

Requires reasonable precautions such as storing firearms in locked containers or using trigger locks to prevent minor access.

Provides affirmative defenses when minor uses firearm under adult supervision for hunting/sporting purposes, lawful self-defense, agricultural enterprises, or other lawful activities listed in statute.

Classifies violation as Class 6 felony, increased to Class 4 felony if firearm discharge causes death or serious physical injury to the minor or another person.

Grants 7-day grace period before arrest if the person is a family member of the minor and the firearm discharge caused death or serious injury to the minor.
