Requires school district governing boards to adopt and administer personnel policies that provide noncertificated personnel with substantially equivalent due process procedures as those prescribed for certificated teachers.

Clarifies that electronic contracts transmitted to certificated employees must be sent to both their school district and personal email addresses before the start of the next school year if not transmitted by end of current year.

Requires certificated employees to submit their personal email address to human resources for contract transmission purposes.

Specifies that electronically transmitted contracts are considered written documents for purposes of sections 15-536 and 15-538.01.

Requires governing boards that accept electronic signatures on certificated employee contracts to provide validation confirming the contract has been transmitted.
