Prohibits governing boards from approving or selecting textbooks and instructional materials that contain content reflecting adversely on persons based on race, ethnicity, sex, religion, disability, nationality, sexual orientation, or gender identity.

Applies the prohibition to both common schools (section 15-721) and high schools (section 15-722).

Requires school districts to make lists of library books and materials purchased after January 1, 2023 publicly available on district and school websites for at least 60 days after purchase, with exceptions for schools without full-time library media specialists and certain library agreements.

Requires parent notification within seven school days before opening the public review period for library materials.

Exempts replacement purchases of lost or damaged books from public availability requirements.
