Requires county boards of supervisors to specifically authorize early voting locations beyond the county recorder's office through resolution, rather than allowing the recorder to establish additional locations at their discretion.

Allows county recorders or election officers to continue operating early voting locations during the three-day period immediately before election day, provided they can revise precinct registers and election materials in time for election day.

Grants county recorders or election officers authority to make changes to approved early voting locations and requires them to notify the public and board of supervisors of these changes as soon as practicable.

Extends on-site early voting eligibility to electors who appear in person not later than 5:00 p.m. on Friday before election day, or during the three-day period preceding election day if the county can timely revise election materials.
