SB 1556 Summary

• Allows persons to register to vote during the 28 days immediately preceding an election if they have been a resident of their county and precinct for at least 29 days, and permits same-day voter registration at polling places with proof of residence.

• Requires same-day and late registrants to vote only by provisional ballot for the election in which they register, but permits them to vote normally in elections held at least 29 days after their registration date.

• Limits voting eligibility for same-day and late registrants to federal, statewide, countywide, and legislative offices, excluding partisan primary elections until at least 29 days after registration.

• Implements automatic voter registration at driver license offices (including nonoperating identification licenses and license changes) with a 21-day opt-out period after notification rather than requiring applicants to affirmatively register.

• Exempts persons who unknowingly register while ineligible from penalties for false registration or false swearing under sections 16-182 and 16-184, effective December 31, 2023.
